城鎮汙水處理廠更需“強處理”


  省環保廳日前按照省政府要求,點名通報批評了城鎮汙水處理廠建設及運營情況沒有達標的18個市(縣)。一時間,城鎮汙水處理廠建設及運營情況再次引起關注。

  記者從省住建廳了解到,截至今年年中,我省78個市縣中已有哈爾濱、齊齊哈爾、牡丹江等46個市縣建成汙水處理廠78座,城市汙水日處理能力達到359萬立方米/日。根據省住建廳實際統計情況,2011年全省汙水處理廠累計處理汙水54674萬噸。
  但是,我省至今仍有部分縣(市)沒有達到城鎮汙水處理廠建設和運營要求。12月7日,省環保廳按照省政府要求,向社會通報了全省縣級城鎮汙水處理廠建設運行情況,18個“問題縣(市)”被點名。截至11月初,全省仍有尚志市、拜泉縣、克東縣、克山汙水處理縣、勃利縣、蘿北縣、孫吳縣、綏棱縣、漠河縣、呼瑪縣10個縣(市)未建成城鎮汙水處理廠;五常市、友誼縣、綏濱縣、明水縣、青岡縣、望奎縣、蘭西縣、遜克縣8個縣(市)建成城鎮汙水處理廠但未投入運行。嚴重影響了百姓日常生產生活環境,對我省汙染防治造成危害。
  部分項目無法正常生產
  已運營的城鎮汙水處理廠也普遍存在汙水處理設施運行負荷率不高的問題。省住建廳有關負責人告訴記者,盡管汙水處理廠建設速度較快,但規劃確定的管網指標與實際完成目標有很大差距,已建成區域排水管網密度與國家平均值相差4.12公裏/平方蓄水池公裏,直接影響汙水的收集能力和處理效果。同時,項目前期調研不夠充分,實際來水量遠遠不足。目前我省建成的部分汙水處理廠運行負荷率過低,造成資產閑置,無法通過環保驗收,進而影響其減排能力。此外,2008年以前建設的汙水處理廠出水水質普遍執行二級出水標准,同“十二五”要求的一級A標准尚有一定差距,急需盡快推進汙水處理廠出水水質的提檔升級工作。
  據了解,我省汙水處理廠運營中電費支出占總支出的65.1%。按照國家規定315KVA以上用電應執行大工業用電價格的政策,我省大部分汙水處理廠均滿足執行大工業用電價格的要求。但目前除大慶地區石油系統的汙水處理廠外,其餘全部劃歸一U型溝般工商業用電性質,兩種電價差年約1億元。同時汙水處理廠作為市政公用設施,並未得到應有的稅費減免。由於無相關政策支持,汙水處理設施運營成本過高,後續產業鏈發展難度很大,直接導致目前已建成的項目無法正常生產或正在建設的項目進展緩慢。
  改變“多龍治水”局面
  省住建廳相關負責人談到,汙水處理設施建設和運行監管部門各地不一,多部門交叉管理,造成了“多龍治水”的局面。為此,建議依據國家有關文件精神,明確行業主管及監管部門。即:省級建設行政主管部門及各縣級以上人民政府建設行政主管部門負責轄區內城鎮汙水處理廠的運營政策制定、行業運營管理及項目前期的預審核工作;省級環境保護行政主管部門及各縣級以上人民政府環境保護行政主管部門負責監管汙水處理廠運行及涵管排放水質監督、監測工作,其它職能部門除履行部門職能外,不再參與汙水處理廠的日常運營管理工作。
  此外,省住建廳提出出台省城鎮汙水處理廠管理辦法,並建立COD減排指標交易平台。建議根據國家對省市減排目標要求,各地市的減排目標考核與支付率掛鉤;對嚴重支付不到位的地市,由省財政通過劃撥地市其它財政資金進行調控;通過COD減排指標交易平台對地方政府的財政支付等進行有效的約束,並促進環境保護企業的良性發展,形成最大化的COD減排能力。
