　　省住建廳相關負責人談到，汙水處理設施建設和運行監管部門各地不一，多部門交叉管理，造成了“多龍治水”的局面。為此，建議依據國家有關文件精神，明確行業主管及監管部門。即：省級建設行政主管部門及各縣級以上人民政府建設行政主管部門負責轄區內城鎮汙水處理廠的運營政策制定、行業運營管理及項目前期的預審核工作；省級環境保護行政主管部門及各縣級以上人民政府環境保護行政主管部門負責監管汙水處理廠運行及涵管排放水質監督、監測工作，其它職能部門除履行部門職能外，不再參與汙水處理廠的日常運營管理工作。
　　此外，省住建廳提出出台省城鎮汙水處理廠管理辦法，並建立COD減排指標交易平台。建議根據國家對省市減排目標要求，各地市的減排目標考核與支付率掛鉤；對嚴重支付不到位的地市，由省財政通過劃撥地市其它財政資金進行調控；通過COD減排指標交易平台對地方政府的財政支付等進行有效的約束，並促進環境保護企業的良性發展，形成最大化的COD減排能力。
